I am the founder and President of Project Advisors International LLC, an international construction consultancy specializing in programming and scheduling independent expert services. I am a highly regarded independent expert on programming, critical path method scheduling, project controls and project management. I have given evidence in over 50 international dispute forums from dispute resolution boards to ICC, UNCITRAL and most arbitration institutes administered proceedings. I have also served as the Tribunal appointment expert on various arbitrations.

I have a civil engineering degree, a Master of Business Administration and a Master of Dispute Resolution. My Master of Dispute Resolution has focused on mediation and negotiation skills in commercial and environmental/public policy disputes. I have also taken several classes in arbitration practice – applicable law, enforcement and administrative rules. I have been an active participant in the Society of Construction Law both as a contributing author to the 2nd edition of the Delay and Disruption Protocol and a board member and founder of the SCL North America. I also serve as the international liaison to the other SCL international organizations. I also contributed to the American Society of Civil Engineers’ Loss of Productivity manual. I regularly speak at dispute review board foundation and various legal conferences on arbitration and, in particular, the role of an expert. Recent speaking included: European Court of Arbitration/ International Construction Projects Committee Construction Arbitration One Line Training Course “ Non-Compliance with the time for completion effect – disruptions, extensions of time.”, King’s College London and FIDIC Centre of Construction Law and Dispute Resolution Intense FIDIC Training Programme Summer 2021, and Dispute Resolution Board Foundation 20th International Conference – Lisbon, Portugal Effective Project Delivery: DBs and Quantum Assessment Exploring the Effects of Extensions of Time and Costs on Dispute Board.

I believe in the value of professional qualifications and am a registered professional engineer in several US states, a chartered professional engineer in Australia, APEC, and a Project Management Professional (PMP). I regularly train to maintain my professional competencies and registrations.

My extensive international arbitration experience allows me to assist tribunals in the technical world of delay analysis through identifying issues for resolution, preparing robust analyses, and distilling factual and witness evidence for the Tribunal’s attention. As an independent expert, I work with the Tribunal to provide an unbiased, complete and comprehensive picture of how the project proceeded. Most importantly, I am focused on delivering thoroughly reasoned reports for the Tribunal and parties’ use.

I have testified in international arbitrations since the year 2000. I have worked in various roles in the construction industry, including design engineer, owner’s engineer, construction management, programmer, and independent expert. I have a broad range of experience in project delivery.
