Within the domain of climate justice, advisory opinions sought by governments, NGOs, or international bodies play a pivotal role in elucidating legal intricacies surrounding climate change. These opinions, addressing critical issues such as the interpretation of environmental treaties and the protection of vulnerable communities, significantly influence the development of international law and policy responses to climate change. With his profound expertise in international arbitration and public international law, Mr. Mascarehnas will provide invaluable insights into navigating the legal complexities arising from climate change. With nearly two decades of experience, his counsel extends to advising governments and assisting companies in fulfilling their human rights obligations, thereby advancing climate justice.

Panelists’ Bios:

Viren Mascarenhas, FCIArb

Viren Mascarenhas, FCIArb, is a Partner at Milbank LLP based in New York. Mr. Mascarenhas specializes in international arbitration (commercial, construction, and investment arbitration), public international law, and business and human rights. He has experience in disputes involving states or state-owned entities, having represented parties in disputes against the governments of Argentina, Azerbaijan, Bosnia-Herzegovina, Bolivia, Ecuador, India, Italy, Mexico, Nigeria, Peru, the Philippines, the Russian Federation, Timor-Leste, Uruguay, and Venezuela. He has also represented parties in proceedings before international courts and tribunals, including on climate change issues pending before the International Tribunal for the Law of the Sea and the Inter-American Court of Human Rights. He is a Fellow of the Chartered Institute of Arbitrators and is a lecturer-in-law at Columbia Law School where he teaches international arbitration.

Marcus Salvato Quintanilla

Marcus Quintanilla serves as arbitrator and mediator in domestic and international disputes. A Fellow of the Chartered Institute of Arbitrators, he works primarily on complex commercial matters and cases in the construction, energy, and technology sectors. He handles cases in English and Spanish under Common Law or Civil Law. He maintains arbitration chambers in San Francisco, Houston, and Miami.

Marcus is on the arbitrator rosters of the ICDR, the AAA’s Commercial and Construction divisions, and the Energy Disputes Arbitration Center in Ankara, Turkey. He teaches international arbitration at UC Davis Law School and serves in a range of professional groups including the ABA’s Forum on Construction Law, California Arbitration (CalArb), the Houston International Arbitration Club (HIAC), and the Miami International Arbitration Society (MIAS). Marcus is also Of Counsel at Umberg Zipser LLP, where he represents clients in arbitration and cross-border litigation matters.
